Satellite Communication Network (SATCOM) in Rajasthan



To utilize potentials of Satellite Communication in training and extension activities of line departments, Government of Rajasthan established SATCOM in collaboration with Development and Educational Communication Unit (DECU), Indian Space Research Organization (ISRO), Government of India, Ahmedabad. Science and Technology Department is the Nodal Agency for it. For effective utilization and operation a Coordination Committee under Chairmanship of Chief Secretary with Principal Secretaries / Secretaries of various line departments as members was formed. Integrated Uplink Station (HUB) has been established and operational at IGPRS, Jaipur, providing connectivity to Edusat, Telemedicine and Gramsat. Satellite Interactive Terminals (SIT) (two way audio and video) have been installed at 32 Zila Parishads and 44 Edusat Sites. One way video and two way audio, Receive Only Terminals (ROTs) have been installed at 247 Panchayat Samitis Head Quarters, 233 Govt. Senior Secondary Schools and 19 colleges of the State and 13 Deputy Director Education Offices sites.

SATCOM Studio at IGPRS is operational for live telecast of programme. The studio was inaugurated by the Hon’ble Chief Minsiter of the state and the Central Science & Technology Minister on 18th February, 2010.

Objective of the Project:

  • To ensure availability of free two way and one way communication facility through VSAT technology at all the districts and blocks of the state in a cost effective manner.
  • To ensure judicious utilization of the network for line departments for their video conferencing, training and extension activities.
  • Coordinating with the line departments for development of documentary films related to their policies.
  • To provide audio, video and data transfer facility at all the connected locations.
  • To provide off line and on line studio facility for the delivery of content.
  • To provide a widespread communication platform through which centralized lecture facility to remotest areas, extension activities and propagation of policies of State Government to common masses can be imparted.

Facilities:-

  1. Integrated HUB For GRAMSAT, EDUSAT and TELEMEDICINE  at Indira Gandhi Panchayati Raj Sansthan, Jaipur.
  2. A studio (30’ x 45’ size) for live relay, biggest facility in State Government Sector having the facility of multimedia and editing.
  3. 32 Zila Parishads and 44 DIETS/CTE’s are equipped with Satellite Interactive terminals (SITs) having two way video and two way audio facilities along with data transfer facility.
  4. One way video and Two way Audio (Receive Only Terminals ROTs) at 247 Panchayat Samitis in the state.
  5. Connected with 233 Govt. Senior Secondary Schools and 19 colleges, 13 Deputy Director  Education Offices  sites through ROT.
  6. Biggest network capable of audio, video and data transfer at all the connected locations simultaneously.
  7. All the programmes, video conferencing etc. can be recorded and can be relayed as and when required.
  8. This is the only network in the state unlike NIC and Raj SWAN in which district as well as Panchayat  Samiti headquarters are connected live with the Studio at Jaipur.

 

Usage:-

The network is being used and will be used for training and extension activities of all line departments, prominent among are Medical and Health, Agriculture, Rural Development, Panchayati Raj, Women and Child Development, Science and Technology, School Education, College Education, Revenue, Information & Technology and others.

Line departments will now not require training at more number of places but instead, a centralized relaying facility with target groups at Zila Parishads and Panchayat Samities can be organized. A weekly calendar with daily time slots is prepared for various line departments. The line departments will arrange together the target groups accordingly. The network can play a very pivotal role in the capacity building of different users /targets groups of different departments of the state. Unlike NIC network, this network is capable of connectivity with the user groups at Panchayat samiti headquarters.

Current Status of SATCOM Network :

Satcom Network consists of an Integrated Uplink Station at IGPRS, 76 SIT’s  two way video and two way audio Satellite Interactive Terminals at Zila Parishads under GRAMSAT, 44 SIT’s under Edusat . Apart from this, this network is connected with 512 ROT’s two way audio and one way video facility with 247 Receive Only Terminals at Panchayat Samities and 13 Deputy Director Education Offices sites. Apart from this, ROT at 233 Govt. Senior Secondary Schools and 19 colleges have established. 247 ROT’s have also been shifted to the recently constructed Bharat Nirman Rajiv Gandhi Seva Kendras

The SATCOM Studio became operational after the inauguration by Hon’ble Chief Minister of Rajasthan. The maintenance of Uplink Station and SITs has been entrusted to Infinium Pvt. Ltd., Ahmadabad while operation of HUB and operation of Studio is being looked after by BECIL (A Government of India Enterprise), Delhi. The operation of SITs and maintenance of ROTs have been assigned to M/s Everonn Systems India Ltd., Chennai and RHPL, Kota, respectively.

Utilization Plan of SATCOM :

As the network is basically for training and extension activities of line departments of the State, the line departments may start using SITs and ROT’s at District and Block levels which are currently functional. A number of trainings (live programme) of Agriculture, Rural Development & Panchayati Raj, School Education, College Education, Sarv Shiksha Abhiyan, DoIT & C etc. departments have been conducted. The various trainings are conducted keeping in view the time slots and the weekly calendar.  In compliance to Hon’ble CM budget announcement no. 153 (2011-2012) free coaching to economically poorer students studying in Govt. Senior Secondary Schools for the preparation of Engineering and Medical Entrance Examinations is also being imparted through SATCOM at all the District and Panchayat Samiti Headquarters.

Future Plan

  • The network is planned to cover all Gram Panchayats for good governance and to enhance capacities and effectiveness of Gram Panchayats.
  • To establish a content generation cell to undertake the task of preparing content / module for training activities.
  • Provision of one dedicated acoustic SATCOM room having a seating capacity of more than 25 participants at District as well as Panchayat Samity levels.
  • To connect all Secondary and Senior Secondary level in the state for providing free coaching and English learning classes.
  • Introducing arts and commerce subjects in addition to science subjects.
  • All the colleges of the state are also planned to be covered with this network as per the e-learning programme.
  • Establishment of a new separate Mini studio and Content Generation Cell.
  • Recording facility for off line content on rental basis.
  • 350 ROT’s Establishment in Government Senior Secondary Science School
